Consider, for example, the following situation. The voltage is constantly low, let's say 170 V (outside Moscow, a quite common phenomenon, due to bad wires and/or large industrial enterprises). Let's say in the evening (when the enterprises finished work), the voltage jumped to 240 V (and this could be sharp). The latr was adjusted to increase the voltage by a factor of 1.3. That is, when the input voltage jumps (and, by the way, does not exceed 250 V, i.e. it will definitely be missed), the output voltage will be 240 * 1.3 = 313 V. And only after 2.5 seconds will it return to 220 V. Similar things can be caused by elevators, welding equipment, etc. There may be other reasons for a sharp increase in voltage even up to 380V. We encountered the following: short circuit of the second phase to neutral (for reasons such as confusion by an electrician, a fire in a panel or a neighboring house, even with a fall of an electric pole).
